Enables the radio to receive Programming Over Project
25 (POP25) communications
while operating on the current ASTRO
Conventional System. 
POP25 is also referred to as OTAP (Over The Air Programming).

For POP25 to be accomplished on an ASTRO System, an Advanced Conventional Key (ACK) or an Advanced System Key (ASK) with OTAP / POP25 access must be loaded in the CPS. |
When the Secure Operation field is set to "Hardware", and
when the System Type field is set to "ASTRO", and
when a valid 
referenced Data Profile has been selected
for the current System, and
when the Remote Site Interface System field is disabled, and
when the radio is model / option capable.
